No construction, building or erecting of any sidewalk or pavement, curb or curbing or curbs shall be deemed to be completed and accepted by the Borough Council until the same shall have been inspected by the Street Commissioner or such other personnel as Borough Council may, from time to time, appoint of the Borough of Marysville and his written approval given to the party or parties in interest.
