Effective from the date of this Part, it shall be unlawful for any person or persons, who are residents of the Borough of Marysville, or who are nonresidents of the Borough of Marysville, to construct, build or erect in any manner any pavement, sidewalk or the like and any curb, curbs, or similar type structure, without first obtaining a written permit from the Borough Secretary at the Council Chambers, Marysville, Pennsylvania.
