In addition to the fine prescribed in the preceding Section, the Borough may require the owner or occupier of the property on which illegal dumping has occurred to remove any accumulation of garbage, ashes, rubbish or refuse. Should any person fail to remove the same within 10 days after written notice by the Borough, the Borough may cause the garbage, ashes, rubbish or refuse to be removed and the costs of removal, together with a penalty of 10% of said costs, may be collected by the Borough in the manner provided by law for the collection of municipal claims, or by an action in assumpit, or by such other relief as the law may provide.
