On and after the passage of this Chapter, it shall be unlawful at any place within the confines of the Borough of Marysville to dump or deposit, except for collection, garbage, ashes, rubbish or refuse of any nature; or to store or permit to be stored any abandoned or junked motor vehicle outside of a completely enclosed building or garage.
