If at any time the number of available sewer connections is limited in any way, the available connections shall be allocated strictly on a first come, first serve basis, and shall be so allocated at the time that a building permit is issued or in the case when no building permit is issued then at the time that a certificate of use is issued pursuant to § 902 of Ord. 360 [§27-902].
