If the owner of any improved property, after 30 days notice from the Borough to make connection of such improved property with a sewer, shall fail to make such connection, the Borough may make such connection and may collect from such owner the cost thereof, together with any sewer connection fee as may be established by the Borough as hereinafter set forth, if the same has not been paid, by a municipal claim, an action of assumpsit or such other legal proceedings as may be provided by law.
