Upon the reasonable determination by the Codes Enforcement Officer of the existence of any such nuisance, interference or obstruction, it shall be the duty of the Code Enforcement Officer to make diligent inquiry as to the legal ownership of the same, and as soon as possible thereafter to contact such owner, if within the confines of the Borough, and to give such owner personal notice to remove such nuisance, interference, or obstruction from such street, alley or sidewalk within 12 hours after such notice. Such notice shall be given in writing and, upon personal service thereof, the signature of such owner and the time of service thereof shall be placed upon the Borough's copy, which shall be kept in the original receipt book to be provided by the Codes Enforcement Officer.
