Every telephone, telegraph or electric company, and any other person, firm or corporation erecting or maintaining poles along any of the streets or alleys or upon public grounds within the Borough, shall pay an annual license or inspection fee as from time to time be set by resolution of Borough Council. Such fee to be payable on or before the 15th day of April of each year. In default of payment of such license or inspection fee within 20 days after the due date, in any year, a penalty of $5 shall be imposed, such license fee and penalty to be collectible in the same manner as debts of like character are recoverable.
