The Mayor, upon receiving notice of any defect or unsafe condition in any such pole or wire, shall notify the owner or the manager of the person or corporation owning or operating such poles or wires to repair the same immediately and to put them in a safe and trustworthy condition, and if such owner or manager shall fail to do so with promptness and dispatch required by the circumstances of the case, the Mayor shall cause the dangerous condition, if any exists, to be removed or rectified, and the cost thereof shall be collected by the Borough from the person or corporation owning or controlling such poles or wires, in the manner authorized by law.
