The Borough Council shall, from time to time, cause all poles used to carry wires and cables, and all guide wires now or hereafter used or erected upon any of the streets, alleys and/or public grounds in the Borough to be inspected, and the person or persons making such inspections shall report to the Mayor any defects found in any such pole or wire, or any unsafe condition thereof.
