Any police officer or the Codes Enforcement Officer shall be authorized to initiate proceedings under this Part. If reasonable cause exists to believe that conditions, not visible from the street or public right-of-way, are present on the premises, then any police officer or Codes Enforcement Officer may apply for a search warrant and enter the premises therewith to search for violations of this Part.
