§ 10-304.   Definitions.
The following words and phrases, as used in this Part, shall have the meanings ascribed to them in this Section, unless otherwise expressly provided:
   ABANDONED VEHICLE - any automobile, truck, tractor or self-propelled machinery of any type, except usable farm machinery which, due to non-use, neglect or duration of time resting in the same place, has become a potential breeding ground or habitat for vermin, has become an attractive nuisance which poses a potential danger to children or which may endanger fire and rescue personnel in the performance of their duties.
   COUNCIL - the Council of the Borough of Marysville, Perry County, Commonwealth of Pennsylvania.
   GARBAGE - any decaying food, including meat or vegetable products or by-products not properly contained and tended for the use of creating sanitary compost for personal use.
   JUNKED VEHICLE - all type of automobiles, trucks, tractors and self-propelled machinery of all types, except usable farm machinery, for which no motor vehicle registration plate or yearly renewable tag is displayed for the current registration year as issued by the Pennsylvania Bureau of Motor Vehicles. "Junked vehicles" shall include salvaged motor vehicles as defined elsewhere in this Code and any trailer, semi-trailer or any other article which would be classified as a motor vehicle under the Vehicle Code of Pennsylvania (75 Pa. C.S.A. §101 et seq.), which does not display and retain a registration plate or yearly renewable tag for the current registration year. [Ord. 553]
   PERSON OR PARTY - any natural person, partnership, firm, company, corporation or other legal entity, including singular and plural, male and female.
   PREMISES - any parcel of land situated in the Borough of Marysville, Perry County, Pennsylvania, having a separate Tax Map Parcel Number for County assessment purposes.
   RUBBISH - combustible and noncombustible waste materials, including residues from the burning of wood, coal, coke and other combustibles, abandoned appliances, abandoned household furnishings, paper, wood, fabrics, blankets, mattresses, rags, cartons, boxes, excelsior, rubber, lather, tree branches, brush trimmings, tin cans, metals, glass, crockery, dust and other similar materials.
   TOXIC SUBSTANCE - any chemical or other substance regulated under any environmental law or regulation of the Commonwealth of Pennsylvania or the United States of America.
   TRAILER - any wheeled vehicle not self-propelled, to be drawn by a motor vehicle.
   TRAILER CAP - any structure mounted upon or capable of being mounted upon the bed or rear portion of any pick-up truck or similar truck or other vehicle.
   WASTE - animal or human excrement.
