§ 6-301.   Definitions.
The following words and terms, as used in this Part, shall have the following meanings, except where the context clearly indicates a different meaning-
   ALARM - circumstances that warrant alarm for the safety of persons or property in the vicinity include, but are not limited to situations in which the actor takes flight upon appearance of a police officer, refuses to identify himself or herself or manifestly endeavors to conceal himself or herself or any object.
   FACILITY - any public or private place of residence, commerce public building or place, place of amusement or worship, any parking area serving such facilities, or Borough parks.
   LOITERING - the act of standing, sitting, lying or idling in and about any street, sidewalk, walls, steps, overpass or public place or points immediately adjacent thereto in such a manner as to obstruct vehicular or pedestrian traffic along such street, sidewalk, walls, steps, overpass, public place, or to obstruct ingress or egress to and from any private or public facility or the act of standing, sitting, lying or idling in and about any street, sidewalk, walls, steps, overpass, or public or private place under circumstances that warrant alarm for the safety of persons or property in the vicinity.
   VICINITY - vicinity shall be deemed to include, to the fullest extent permitted and as reasonable under the circumstances, any point within 100 feet of a facility necessary to control the effective dispelling of an alarm for safety of persons or property, prevention of disruption of activities in which such facility specializes and minimization of trespassing.
