§1-1001.   Policy on Public Participation.
   1.   In the event there is insufficient room in the meeting place of a public Borough Council meeting to admit all members of the public who seek to be admitted, Borough residents, Borough taxpayers and members of the press will be given priority for admission to the meeting. In the event room remains after the foregoing categories of attendees have been accommodated, all others will then be admitted on a “first come, first served” basis. If an individual who is not a Borough resident, taxpayer or member of the press has been retained as an attorney, representative or spokesperson for an individual or group of Borough residents or Borough taxpayers or if such person’s own rights or property may be adversely affected by an action which is before Council at such meeting, then such individual will also be afforded priority status. In the event there is insufficient room in the meeting place for all priority attendees to be admitted, then admittance of the priority individuals will be on a “first come, first served” basis.
   2.   Public Comment. Borough Council shall provide an opportunity at each advertised regular meeting and advertised special meeting for residents and taxpayers of the Borough to comment on matters of concern, official action or deliberation which are or may be before Council prior to taking official action. If Council determines that there is not sufficient time at a meeting for residents and taxpayers to comment, Council may defer the comment period to the next regular meeting or to a special meeting occurring in advance of the next regular meeting.
