At least 30 days prior to assessing or imposing attorney's fees in connection with the collection of a delinquent account, tax or municipal claim, the Borough of Marysville shall, by United States Certified Mail, Return Receipt Requested, postage prepaid, mail to the owner of the subject property, notice of the intent to impose or assess attorney's fees 30 days after the date of mailing the notice to the owner. If, within 30 days after mailing notice to owner, the Certified Mail is refused, unclaimed or the return receipt is not received, the Borough of Marysville shall, by the United States First Class Mail, mail to the owner Notice of Intent to Impose or Assess Attorney's Fees 10 days after the date of mailing the notice to the owner. In addition to stating the intent to impose or assess attorney's fees, the notice to the owner shall provide that imposition or assessment of attorney's fees may be avoided by full payment of the delinquent account, tax or municipal claim prior to the date specified in the notice for imposition or assessment of attorney's fees.
