The attorney's fees to be added to the delinquent account, tax or municipal claims, as authorized above, shall be at the base rate of $125 per hour incurred in connection with the collection of any delinquent account, tax or municipal claim and $145 per hour incurred in connection with legal proceedings filed to collect any delinquent account, tax or municipal claim. The schedule of attorney's fees assessed for the collection of delinquent accounts, tax and municipal claims is applicable to all tax claims and/or municipal claims which were imposed or assessed on or after September 7, 1995, but not yet liened, and for all delinquent accounts and tax and municipal claims which may hereafter be lawfully imposed or assessed on property.
