All motor vehicles which were manufactured with a front windshield shall not be operated within the city limits of Martinsville if the front windshield is missing. Further, a vehicle shall not be operated within the city limits if the front windshield is cracked or broken to such an extent that it is determined to be unsafe by a city police officer.
