All persons, corporations, LLCs or other legal entities owning property, or their survivors, heirs, or assigns, who shall connect to any sewer main built pursuant to this chapter shall agree in writing prior to said connection to waive their rights to remonstrate against annexation by the city. All persons, corporations, LLCs or other legal entities, their heirs and assigns owning property shall petition the court for voluntary annexation as soon as all legal standards as to contiguity have been met and, as a part of the consideration for connecting to the sanitary sewer system of the city, the property owner shall cooperate in all ways and assist in the completion of the annexation.
