In addition to all other remedies, the city shall have the right to bring a civil action to recover any delinquent charges, together with a penalty of 10% and a reasonable attorney’s fee. It may also foreclose any lien with recovery of the charge, a penalty of 10% and a reasonable attorney’s fee.
