The owner of any property served by a building sewer carrying industrial wastes shall install a control manhole in the building sewer to facilitate observation, sampling and measurement of the wastes. The manhole shall be safe, accessible and constructed in accordance with plans approved by the Superintendent. The sewer owner shall install the manhole at his or her own expense and shall keep it safe and accessible at all times.
