Plans, specifications and other pertinent information relating to proposed preliminary treatment or processing facilities shall be submitted to the city for examination and approval. No construction shall begin until the Board of Public Works and Safety has given its written approval. Such approval shall not exempt the person from the obligation to make further reasonable adaptations of the facilities when necessary to secure the results desired. Plans, specifications and other pertinent information shall also be submitted to the Stream Pollution Control Board for approval in accordance with Stream Pollution Control Board Res. 15.
