Before construction of a private sewage disposal system, the owner must obtain a written permit signed by the Superintendent. The permit application shall be made on a form furnished by the city, which the applicant shall supplement by any plans, specifications and other information deemed necessary by the Superintendent. A permit and inspection fee as prescribed by § 34-624 of this code of ordinances shall be paid to the city when the application is filed.
