The billing for sewage service for the months of July, August, September and October shall be based upon the average of the water usage for the previous months of March, April and May. In the event the average of water usage for March, April and May is greater than the water usage for the months of June, July, August, and September, then the billing for sewage services shall be computed on the actual water used for which the sewage bill is being rendered. Any extended months of allowance may be changed by the Board of Public Works and Safety.
