The owner of any structure abutting any street, alley or right-of-way in which there is or may eventually be a public or combined sewer must, at his or her expense, install suitable toilet facilities inside the structure. The owner must connect the facilities directly with the public sewer in accordance with the provisions of this article within 90 days after the date of the official notice to do so if the sewer is within 100 feet of the property line.
