(A) The Chief of Police shall act on the application for a parade permit within three days, Saturdays, Sundays and holidays excepted, after the date the application was filed.
(B) If he or she disapproves the application, he or she shall give notice of his or her action to the applicant in writing, stating the reasons for his or her denial of the permit.
