§ 54-1 DEPARTMENT OF PARKS AND RECREATION ESTABLISHED; PARKS AND RECREATION BOARD.
   (A)   The Common Council does adopt and reaffirm I.C. § 36-10-3 et seq. as the controlling statute for the operation of the Board of Parks and Recreation; the Department of Parks and Recreation and the Park District.
   (B)   The Park District is set forth pursuant to I.C. 36-10-3-19 and adopted.
   (C)   The Board of Parks and Recreation is established.
   (D)   The Board of Parks and Recreation shall consist of four members to be appointed by the city executive. The members shall be appointed on the basis of their interest in and knowledge of parks and recreation.
   (E)   The Board of Parks and Recreation shall be appointed as follows pursuant to I.C. 36-10-3 et seq.:
      (1)   The Board of Parks and Recreation shall consist of four members to be appointed by the Mayor. The members shall be appointed on the basis of their interest and knowledge of parks and recreation.
      (2)   Initial appointments to the Board of Parks and Recreation are as follows:
         (a)   One member for a term of one year;
         (b)   One member for a term of two years;
         (c)   One member for a term of three years; and
         (d)   One member for a term of four years.
      (3)   As a term expires, each new appointment is for a four-year term. All terms expire on the first Monday in January, but a member continues in office until the member’s successor is appointed.
   (F)   The composition of the Board of Parks and Recreation shall include one ex-officio member, as set forth in I.C. 36-10-3-4 being a member:
      (1)   Of the governing body of the school corporation selected by that body; or
      (2)   An individual who resides in the school corporation, selected by the governing body of the school corporation.
   (G)   The Board of Parks and Recreation shall operate pursuant to I.C. 36-10-3 et seq.
