After approval of the merit system, all members of the Police Department are entitled to the same ranks and pay grades the members held under the prior system. Notwithstanding this section, the Chief of Police and upper level policymaking positions will remain subject to appointment and removal by the Mayor pursuant to § 46-55(A) of this division and I.C. 36-8-3.5-11.
