§ 34-622 WATER RATES AND CHARGES.
   The rates and charges required by § 82-39 of this code of ordinances are as follows.
   (A)   Monthly consumption.

   (B)   Monthly service charge.

      (3)   The Morgan-Monroe Forest surcharge shall be discontinued and the existing rates and charges for the use of service rendered by the water utility of the city shall be increased across-the-board, but not to exceed 49%.

   (D)   Tap charge. Each user shall pay a connection fee based upon the size of the meter installed upon tapping onto the water system as follows:

*All connections requiring a meter size greater than 5/8-inch or 3/4-inch shall be charged the actual cost of making the connection, including labor, materials, equipment and overhead, but in no event less than $250 for inside the city’s corporate boundaries and $525 for outside the city’s corporate boundaries per connection
 
   (E)   Collection and deferred payment charge. All bills for water service not paid within 17 days from the due date thereof, as stated in such bills, shall be subject to the collection or deferred payment charge of 10% on the first $3 and 3% on the excess over $3.
   (F)   Turn-on fee. After any water service is discontinued to any property serviced by the water utility for any reason, whether at the request of the consumer or because of failure to pay sewer or water bills, there shall be imposed a fee of $40 for turning on the water service.
   (G)   Return check fee. Any users of the city’s water utility who, upon payment of their account, submit a check that is subsequently dishonored by the bank shall be assessed a $30 charge.
   (H)   Meter deposit charge.
      (1)   Residential renters/buying on contract: $60; and
      (2)   Commercial renters/buying on contract: $100.
   (I)   Tampering fee. The tampering fee is $75.
   (J)   Temporary users. Water furnished to temporary users such as contractors and the like shall be charged on the basis of the metered gallon rates hereinbefore set forth as estimated and established by the Waterworks Superintendent.
   (K)   Refunds.
      (1)   Refunds with a remaining balance of $3 or less, payable to a water meter deposit customer, will not be refunded. In the event a water meter refund is less than $3, the funds should be removed from the Water Meter Deposit Fund and moved to the Water Utility Operating Fund. Likewise, overpayment on a final water/sewer account resulting in a credit balance of $3 or less will not be refunded. The credit balance of $3 or less on a water/sewer account will be adjusted accordingly.
      (2)   If a customer contests that they are entitled to a refund amount less than $3, they must be placed on the agenda and in attendance at the next Common Council meeting to request the remaining balance of the water meter deposit or the water/sewer account credit balance. The Common Council would then decide on the issue of refunding the balance to the water utility customer.
