210.04 QUALIFICATIONS OF VOTERS.
   (a)   Every person eighteen years of age or older, being a citizen of the United States, and having resided in the State for one year, in the County for ninety days and in the City for thirty days next preceding any election therein, shall be entitled to vote at such election.

   (b)   A permanent abode is necessary to constitute a residence within the meaning of subsection (a) hereof.
