No person shall hold the office of Mayor, City Clerk or City Treasurer unless he or she has been a resident of the City and is a legal voter therein for at least one year prior to his or her election. No person shall be elected to the office of Aldermen unless he or she is a legal voter in the ward in which he or she seeks election and has been a resident of the City for at least one year prior to his or her election.
