(a) The department heads, and their authorized agents, are hereby authorized to enter into contracts for the purchase of supplies necessary for their respective departments up to fifteen hundred dollars ($1,500.00) and, with the approval of the Mayor, up to five thousand dollars ($5,000.00).
(b) All contracts for any work or public improvement must be approved by the City Council, signed by the Mayor and attested to by the City Clerk.
(c) The Mayor is authorized to enter into all remaining contracts, other than those required to be approved by the City Council, up to five thousand dollars ($5,000.00) so long as the contract is signed by the Mayor and attested to by the City Clerk or co-signed by the department head of the respective department.
(d) All remaining contracts must be submitted to the City Council for approval.
(e) In case of an emergency, the Mayor, in his or her discretion, may enter into a contract, which contract must then be submitted to the City Council for ratification.
