(a) All ordinances and parts of ordinances in conflict with any of the provisions of the Codified Ordinances of Martinsville, Illinois, 1990, are hereby repealed.
(b) When an ordinance repealing a former ordinance, clause or provision is itself repealed, such repeal shall not be construed to revive such former ordinance, clause or provision unless it is therein so expressly provided.
(c) The repeal of an ordinance shall not affect any punishment or penalty incurred before the repeal takes effect, or any suit, prosecution or proceeding pending at the time of the repeal, for an offense committed or cause of action arising under the ordinance repealed.
