In addition to an application for license, any person desiring to operate a junk yard shall submit in writing to the City Clerk a written plan in simple form showing the layout of the proposed junk yard which, along with the application, shall be submitted by the City Clerk to the Mayor for approval or disapproval. Disapproval shall only be given if the applicant is disqualified or if the plan violates any federal, state, county, or city statutes, ordinances, rules, or regulations. Upon approval of the plan and application by the Mayor, a permit shall be issued by the City Clerk authorizing the applicant to begin and complete construction of the proposed junk yard in accordance with the plan submitted. Upon completion of the construction of the proposed junk yard in accordance with the plan and application submitted, and upon meeting all other requirements provided by City ordinance, the applicant shall be issued a license as provided herein.
