All employees who are authorized to make purchases for the City shall obtain a written price quote and shall get the approval of the Mayor, or in the absence of the Mayor the approval of the chairman of the applicable committee, before purchasing any supply or equipment for five hundred dollars ($500.00) or more at any one time.
