The occupants of all premises and consumers of gas, water or sewer service supplied by meter measurement shall see that no obstructions are placed in or around the meter in such a way as to prevent access to the meter for the purpose of reading, inspecting, repairing or removing such meter; and at such places where the meter or meters are so obstructed, the City may shut off the gas, water or sewer service therefrom until such obstructions are removed.
