1038.13 FREE SERVICE PROHIBITED; METERS REQUIRED.

No free service of any public utility system of the City shall be furnished to any person, public or private, and all rates and charges shall be nondiscriminatory, Every user of the gas and water systems of the City shall have a meter connection to such system.
