1038.11 PERMITS; CONNECTION WITHOUT, PROHIBITED.

No connection shall be made to any public utility system without the written permission of the superintendent. Any connection made without such permission or in any manner different from the mode prescribed for such connection shall subject the maker to a penalty as provided in this title.
