Whoever willfully violates any rule, regulation or requirement of this title, or is convicted under any of its sections of any offense prescribed in this title, shall be deemed to have forfeited all right, permission or license to the use of the public utility systems, and the Council may by resolution or motion direct the superintendents of the public utility systems to detach any service so attached to the City system and used by the person so offending.
