1038.03 POWER OF COUNCIL TO MAKE RULES AND REGULATIONS.

The Council is hereby authorized to make such rules and regulations consistent with this title for connections to the public utility systems. Any person not complying with the specifications and rules for connection to the public utility systems shall be subject to the penalty provided in this title.
