Every place where a video gaming terminal is kept shall be subject to inspection by the Chief of Police or his or her authorized agent or agents at any time the Chief of Police or his or her agent or agents may deem it necessary to inspect the premises. It shall be unlawful for any person to hinder, resist, oppose or attempt to hinder, resist or oppose the Chief of Police or his or her agent or agents in the course of any such inspection.
