No person shall construct, erect, enlarge, repair or build within the fire limits of the City, as described in Section 1444.01, or remove from any point within such limits to any other point within such limits, any building or structure of any kind, the outer walls or roof of which are composed, in whole or in part, of combustible material, without first obtaining permission from Council. No person shall erect any building or attach any addition to any building or structure, the outer walls and roof of which are, in whole or in part, composed of wood, which building or structure is within the fire limits, without first obtaining permission from Council.
