(a) The charges for the collection and disposal of household waste are as follows:
(1) For customers within the City limits:
A. For each residential and commercial non-dumpster customer:

(2) For customers outside the City limits: double the above fee.
(b) Such charges shall be billed by the City Collector along with and at the same time as the regular monthly billings for monthly utility service and shall be due on the same date as other utility service charges.
(c) A copy of the schedule of service charges shall be furnished to each customer by the City.
