No gas service furnished to residential users shall be terminated for nonpayment of bills on:
(a) Any day when the National Weather Service forecasts, for the following 24 hours covering the area in which the residence is located, that the temperature will be 20° Fahrenheit or below; or
(b) Any day preceding a holiday or a weekend when such a forecast indicates that the temperature will be 20° Fahrenheit or below during the holiday or weekend.
