No person shall construct a driveway for vehicles or animals across any sidewalk in the City without first obtaining a permit therefor.
An application for such a permit shall be made to the City Clerk and shall be accompanied by the fee required in Section 1024.02.
No permit for the construction of a driveway for a commercial use, or for the habitual use of any person other than the owner or occupant of the premises served, shall be issued, except upon the order of Council.
