Council may, in its discretion, at any regular Council meeting, by a three-fourths vote of all the Aldermen elect, vacate, open, alter, widen, abolish, extend, establish or otherwise improve and keep in repair street, squares, lanes, avenues and alleys, provided that the proceedings are in accordance with the Constitution and laws of the State.
