No outdoor advertiser shall post or display any advertisement of an obscene or immoral character, any advertisement tending to promote or cause a riot or breach of the peace or any advertisement for an unlawful gathering or for an unlawful sale.

No outdoor advertiser shall carry on his or her business unless the name of such advertiser is attached to, displayed on or printed on all billboards or signboards used by him or her or in any notice, placard or advertisement posted by him or her, in such lettering as to be visible from a distance of at least five feet from the notice or advertisement.
