An application for an outdoor advertiser's license shall be accompanied by a list of all places, including billboards or natural structures, on which the advertiser intends to place signs or advertisements. Such list shall be added to from time to time by the licensee as a part of the right to post or place advertisements or signs on additional places, as required.
