An application for a permit required by this chapter shall be made to the City Clerk and shall contain a statement of the nature of the article, cards or advertisement to be distributed, the name of the applicant and the name of the manufacturer or distributor of the article or service advertised.
The fee for such permit shall be two dollars ($2.00) per day. No such permit shall be issued to anyone except a person of good character. The Chief of Police shall make or cause to be made an investigation into the character of each applicant and shall report the results thereof to the City Clerk before a permit is issued.
