If the person to whom an official notice is served pursuant to Section 690.03 does not abate the nuisance within ten working days, the City may proceed to abate such nuisance, keeping an account of the cost of such abatement. Such cost, together with any administrative and legal fees, shall be billed to and be paid by the owner of the premises in question. The minimum charge shall be one hundred fifty dollars ($150.00).
