No person shall cause or permit to be operated any sound amplifier or radio so as to cause unnecessary sound that is audible on any street or other public place. The provisions of this section shall not apply to any sound amplification or radio emanating from any activity at the following events: a community activity at any of the City parks, the Martinsville Fair, the Harvest Festival and football games of Martinsville High School.
